PROBLEM/ISSUE STATEMENT
Montana Code allows local governments to amend their fiscal year budgets by using the same method as used for the original budget adoption: public notice, public hearing and Council adopting a resolution. The following amendments are proposed for FY 2017:
Funds: General Fund – Administration, General Fund – Human Resources, General Fund – City Attorney, General Fund – Municipal Court, General Fund – Finance, General Fund – Code Enforcement, General Fund – PRPL, Public Safety, Gas Tax, Building Inspection, Street and Traffic, EOC 911, City/County Planning, City Attorney Grants, Municipal Court Grants, Police Grants, Library, CDBG, Water, Wastewater, Parking, Solid Waste, Airport, Transit, Fleet Services, Telephone System, Information Resources, Property Insurance, Facilities Management, Public Works Admin, Engineering, and Park District 1.
Purpose: Upon review of the City's policy relating to longevity pay and retirement to health benefits provided by the City to both bargaining and non-bargaining groups, it was determined that the city was potentially exposed to risks related to payroll. After consultation with the City's outside payroll and benefits counsel, it was determined that the City could avoid certain risks and adjust non-bargaining employees' longevity and MPERA calculations. There are sufficient fund balances in all funds to cover the increased costs related to the adjustments.

ALTERNATIVES ANALYZED
The Council may:
- Approve the requested budget amendments; or
- Not approve the requested budget amendments, which may place the City in violation of Montana law.
FINANCIAL IMPACT
The requested budget amendments will be funded by reserves, as described in the budget resolution exhibit and above.
RECOMMENDATION
Staff recommends that the City Council conduct a public hearing and approve the resolution approving and adopting the budget amendments for Fiscal Year 2017.
