PROBLEM/ISSUE STATEMENT
Yellowstone Valley Farmers Market requests permission to close the following streets every Saturday starting July 17, 2010, through October 2, 2010, from 6:00 am to 1:00 pm (including set up and disbanding time) and every Wednesday night starting August 4, 2010, through August 25, 2010, from 3:00 pm to 9:00 pm. The closures on Saturdays will be N. 29th from 1st Ave N. to 3rd Ave N. and 2nd Ave N. from N. 29th St. to west of N. 27th St. The closures on Wednesdays will be N. 28th from 2nd Ave N. to 3rd Ave. N.
Recommended conditions of approval include Yellowstone Valley Farmers Market:
1. Have no alcohol consumption in the public right of way
2. Clean the area to be used after the event and provide and empty waste cans
3. Contact all businesses and make them aware of the event two weeks in advance
4. Notify all emergency facilities, bus lines and media as soon as possible
5. Provide and install adequate traffic barricades directing motorists around closure
6. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured
7. Provide a ten foot wide unobstructed lane on all streets to provide for emergency vehicle access

• Deny the street closure

FINANCIAL IMPACT
There are no costs to the City of Billings other than administrative time to process permit. Police, traffic control and litter removal are to be paid for by the Yellowstone Valley Farmers Market.
RECOMMENDATION
Staff recommends that Council approve the closures named above for the annual Farmers Market.
