Public Hearing and Resolution for FY17 2nd Quarter Budget Amendments

PROBLEM/ISSUE STATEMENT

Montana Code allows local governments to amend their fiscal year budgets by using the same method as used for the original budget adoption: public notice, public hearing and Council adopting a resolution. The following amendments are proposed for the 2nd quarter of FY 2017:

The Legal Department is requesting the budget authority for the addition of Victim Witness Specialist. After the passage of CI-116 "Marsy's Law", the Legal Dept. determined that it will need to hire an additional staff member to comply with the requirements set forth in the law. There is sufficient fund balance to cover the amount requested.

The Downtown Revolving Loan fund (DRL) has issued more loans than was originally planned. The DRL is requesting budget authority to cover the additional loans that have been issued, as well as those that are anticipated for the rest of the fiscal year. There are sufficient funds available to cover the amount requested.

The Public Safety fund requires additional budget authority as a result of the IAFF - Local 521 labor contract that was approved by City Council at the Nov. 14, 2016 meeting. There are sufficient funds available in the General Fund to cover the amount requested.

The General Fund is requesting the budget authority to transfer funds to the Public Safety Fund that are necessary as a result of the labor contract settlement with the IAFF Local 521.
 

ALTERNATIVES ANALYZED

The Council may:
  • Approve the requested budget amendments; or
  • Do not approve the requested budget amendments, which may place the City in violation of Montana law.

FINANCIAL IMPACT

The requested budget amendments will be funded by reserves, as described in the budget resolution exhibit and above.

RECOMMENDATION

Staff recommends that the City Council conduct a public hearing and approve the resolution approving and adopting the budget amendments for Fiscal Year 2017.
