PROBLEM/ISSUE STATEMENT
Part A: The Gold Wing Road Riders requests an evening motorcycle parade on July 20, 2010, from10:00 p.m. lasting approximately 30-40 minutes. The route is up Zimmerman Trail onto Hwy 3, u-turn at Rod & Gun Club Road, back down Zimmerman Trail to King Avenue, and left on King to Coldstone Creamery parking lot on 29th Street West.
Part B: Food Fair Event on July 21, 2010, from 7:00-9:00 p.m. with a street closure on Montana Avenue between 24th and 26th Streets for a drill team performance as entertainment for the community.
Recommended conditions of approval include Gold Wing Touring Association to:
1. Have no alcohol consumption in the public right of way
2. Contact all businesses and make them aware of the event
3. Clean the area to be used and provide and empty waste cans
4. Notify all emergency facilities, bus lines and media at least two weeks in advance of the event
5. Provide and install adequate traffic barricades and signs directing motorists around closure
6. Provide a certificate of insurance with required liability amounts naming City of Billings as additional insured
7. Coordinate with the Police and Traffic Engineering Departments to ensure proper traffic control and police assistance

ALTERNATIVES ANALYZED
The Council may:
• Approve the request to conduct a parade and close a portion of Montana Ave. for the performance ; or
• Deny the parade and street closure.

FINANCIAL IMPACT
There are no costs to the City of Billings other than administrative time to process the permit. Police, traffic control and litter removal are to be paid for the by the Gold Wing Road Riders Association.
RECOMMENDATION
Staff recommends that Council approve the parade and street closure for the above event.
