PROBLEM/ISSUE STATEMENT
Cenex Pipeline, LLC has requested a utility easement to install an 8 inch pipeline across Coulson Park and terminating in their property adjacent to the park. The pipeline will be directionally bored under the parkland, no open trenching is anticipated. The requested easement is for a portion of parkland located in Coulson Park along the Yellowstone River between the the I 90 freeway to the south and Highway 87 to the north. See Attachment #1.
ALTERNATIVES ANALYZED
City Council may approve or it may disapprove granting the easement.
FINANCIAL IMPACT
There is no financial impact to the park or to the City of Billings. Cenex Pipeline, LLC will be paying all costs associated with the installation. Any potential impacts to the Park will be corrected by them as per the guidelines established in the City of Billings Department of Parks, Recreation and Public Lands Park Easement Policy.
RECOMMENDATION
Staff recommends that the City Council approve the proposed easement.
