PROBLEM/ISSUE STATEMENT

On December 16, 2015, the Montana Department of Transportation announced it was soliciting submission for 2017-2018 Transportation Alternatives (TA) Project grant applications. The Planning Division intends to submit one TA grant application this year for a Phase I of the Highway 3 Trail Project.

BACKGROUND

The TA program, established through the  FAST (Fixing America's Surface Transportation) Act, provides funding for the construction, planning, and design of on-road and off-road trail facilities for pedestrians, bicyclists, and other non-motorized forms of transportation, including sidewalks, bicycle infrastructure, pedestrian and bicycle signals, traffic calming techniques, lighting and other safety-related infrastructure, and transportation projects to achieve compliance with the Americans with Disabilities Act of 1990. 

Under the TA Program, project applications must be submitted to the Montana Department of Transportation for review by March 31, 2017.  This program is a competitive grant process and applications are scored based on criteria set through MDT and the FAST Act.

For this funding cycle, the Planning Division is submitting an application for Phase I of the Highway 3 Trail Project.  This project begins at the terminus of the Swords Park Bike/Pedestrian Trail and Underpass just west of the intersection of North 27th Street ad Airport Road and continues west for approximately 7,000 feet.  The first phase of the proposed 10-foot wide shared use pathway will terminate approximately at the convergence of the Myers and Morledge Trails from the valley below the rimrocks and be the site of a future Trailhead facility. The Myers and Morledge Trail connections were identified as part of the Rimrocks to Valley Bike/Pedestrian Feasibility Study completed in 2016.

The total cost of this project is estimated at $778,600.00 with a funding package that includes:

RECOMMENDATION

Staff recommends that the Planning Board conduct a public hearing at this meeting to gather input on the proposed Phase I of the Highway 3 Trail Project. The Board will not take action until its meeting on March 28.
