PROBLEM/ISSUE STATEMENT
On February 27, 2017, the City Council passed Resolution #17-10604, which was a Resolution of Intent to assess Hope Evangelical Church for their frontage improvements along Grand Avenue. The City was going to purchase the necessary right of way from Hope Church and assess the Church for the improvements. Since the cost of the improvements are roughly the same as the value of the land, Hope Church has agreed to donate the land and have the City construct the improvements. Since the City does not need to establish this assessment district, staff recommends that Council formally rescind the Resolution of Intent.
ALTERNATIVES ANALYZED
The Council may:
- Vote to rescind Resolution No. 17-10604; or
- Vote to retain the resolution, which would require the city to purchase the right of way and move forward with the resolution ordering in the improvements.
FINANCIAL IMPACT
Rescinding the Resolution of Intent 17-10604 will have no significant financial impact due to the fact the cost of the improvements are equal to the cost of the right of way.
RECOMMENDATION
Staff recommends that the City Council approve the Resolution that rescinds Resolution No. 17-10604.
