PROBLEM/ISSUE STATEMENT
City Council approved the preliminary plat for Bishop Fox Amended Lot 1, Block 1 on January 23, 2017. As a condition of the plat, it was required that the water and sanitary sewer services be constructed in conjunction with the WO 16-09 Grand Avenue project. As part of the Grand Avenue project, staff requested a bid for the services as an alternate. Albertsons will be required to make a cash contribution for their portion of the project. A development agreement will be necessary to identify the responsibilities of Albertsons and the City throughout the project.
ALTERNATIVES ANALYZED
City Council may:
- Approve the development agreement with Albertsons; or
- Disapprove the development agreement. This may lead to the services not being constructed with the project and require the development to construct these services at a later date and cut into a new street.
FINANCIAL IMPACT
There is no financial impact to the City with acceptance of this development agreement because the design, construction and construction administration costs will be paid by Albertsons.
RECOMMENDATION
Staff recommends that the City Council approve the development agreement with Albertsons.
