PROBLEM/ISSUE STATEMENT
The Howard Heights area is generally located west of the BBWA Canal and north of Hilltop Road. This area of the Heights does not have any storm drain improvements. Approximately 200 acres of residential development drains down Nutter Boulevard to Shamrock Lane. Interstate Engineering, Inc. was awarded the original contract for design services at the November 28, 2005, City Council Meeting. The project design was almost complete, but staff postponed completion when it was decided to undertake the stormwater master plan to prioritize storm projects. The Howard Heights project ranked number one in the priority study. This contract amendment will allow Interstate Engineering, Inc. to update the design to current City of Billings standards, update the design to account for new products in the stormwater market, provide a design for park improvements, provide pre-bidding and post-bidding services, provide construction survey, and provide for partial consultant contract administration.
ALTERNATIVES ANALYZED
The Council may:
• Approve the contract amendment with Interstate Engineering, Inc. in the amount of $75,000; or
• Do not approve the contract amendment with Interstate Engineering, Inc.
• Approve the contract amendment with Interstate Engineering, Inc. in the amount of $75,000; or
• Do not approve the contract amendment with Interstate Engineering, Inc.
FINANCIAL IMPACT
This contract amendment is for $75,000, and brings the total professional services contract with Interstate Engineering, Inc. to $200,700. Funding for this contract amendment will be paid for through Storm Drain Funds.
RECOMMENDATION
Staff recommends that Council approve the professional services contract amendment for WO 05-15 Howard Heights Storm Drainage with Interstate Engineering, Inc. in the amount of $75,000.
