PROBLEM/ISSUE STATEMENT
A presentation on proposed renovation and expansion of the Yellowstone Valley Animal Shelter (YVAS)-operated facility owned by the City was made to the City Council at its work session on March 20, 2017. YVAS Executive Director Chris Anderson proposed creating a YVAS/City Committee to review the proposed plans and begin work on moving the renovation forward. City Council Members Richard Clark and Mike Yakawich volunteered to serve on the committee. In addition, it is recommended that Assistant City Administrator Bruce McCandless be appointed by the City Administrator to help staff the committee, so City staff can provide information to the extent needed.

ALTERNATIVES ANALYZED
City Council may:
- Approve the appointments;
- Postpone the appointments; or
- Disapprove the appointments, allowing YVAS to proceed with the renovation and expansion without on-going City input.
FINANCIAL IMPACT
Discussion of expanding and renovating the shelter will have no cost other than Council and staff time.
YVAS has requested donation of half of the City-owned lot to the east of the current shelter at 1735 Monad for the expansion. YVAS' portion of the expansion would cost an estimated $5.29 million, which the organization plans to fund-raise.

RECOMMENDATION
Staff recommends that the City Council appoint Councilmembers Yakawich and Clark to the YVAS shelter expansion planning committee and for the City Administrator to appoint staff as needed to support the group.
