PROBLEM/ISSUE STATEMENT
Billings Parks and Recreation Department is partnering with the Landon's Legacy Foundation to develop a Miracle League Baseball Field and an inclusive and accessible playground for children of all abilities. The Miracle League organization is dedicated to providing a barrier free baseball field for children with physical limitations to participate and enjoy playing the sport. The proposed site for these facilities is Poly Vista Park located South of Arrowhead Elementary School on 38th Street West. Poly Vista Park does not have an approved master plan. This study will plan for future amenities and determine the suitability and location of a Miracle League Baseball Field in the park. On January 5, 2017, staff sent out a Request for Proposals (RFP) seeking responses from qualified firms for professional services to develop the Poly Vista Park Master Plan. Seven firms responded. A selection committee comprised of staff, representatives from the Landon's Legacy Foundation, Billings Kiwanis and the Park Board reviewed all of the responses and selected Land Design, Inc. of Billings as the top ranked firm. A scope of work and fee was negotiated with staff and a fee of $81,202 was agreed upon. Landon's Legacy Foundation in conjunction with Billings Kiwanis are raising funds for the planning and construction of the Miracle League facility and an accessible and inclusive playground. They will donate $66,570 for the master plan. Parks and Recreation will fund an additional $14,632 for additional surveying work in the park to provide topographic information for the master plan and future development. If the contract is approved, work on the master plan will commence immediately.
ALTERNATIVES ANALYZED
City Council may:
- Approve the contract to develop the Poly Vista Park Master Plan, or;
- Disapprove the contract and provide guidance to staff on the Council's preferred alternative.
FINANCIAL IMPACT
The Landon's Legacy Foundation will donate $66,570 to develop the master plan with the remaining amount of $14,632 coming from the Park District 1 budget. The total funding for this project will be $81,202.00.
RECOMMENDATION
Staff recommends that the City Council approve the contract for $81,202.00 with Land Design, Inc. to create a park master plan for Poly Vista Park.
