Staff is requesting that the City Council consider authorizing and executing Contract Amendment No. 1 for Professional Services with DOWL for W.O. 17-01 Schedule 1, 24th Street West Water Main Replacement Project in the amount of $123,610.00.  The original contract  approved by Council on October 24, 2016 in amount of $377,800.00 will now total $501,410.00.  The purpose of this project is to replace the water main in 24th Street West from Central Avenue to Monad Road.  DOWL was selected for design, bidding, and construction administration services through the City's proposal process. The original scope of work was based on daytime construction work.  Prior to the project being bid, the construction schedule was switched from daytime work to nighttime work for the water main installation to avoid impacts to the traveling public and adjacent businesses.  Daytime work is allowed for pavement restoration, concrete restoration, and water main flushing and testing. The switch in working hours has increased the design and construction administration efforts resulting in this contract amendment.  When making the decision to do the work at night, these costs were considered and it was still determined that performing the work on 24th Street West during the night was beneficial given the use of the road by over 25,000 vehicles per day and the location of the water line.
 

City Council may:

• Approve Contract Amendment No. 1  with DOWL for additional design and construction administration services, or;
• Disapprove Contract Amendment No. 1.  If Council does not approve the Contract Amendment No. 1 with DOWL, the scope for the remaining work will be adjusted to ensure the current budget is not exceeded.  Without proper inspection, the potential for construction not being done in accordance with plans and specifications will be much greater.

 The funding source is water revenues budgeted in FY17 and FY18.  There is adequate budget available.

Staff recommends that Council approve Professional Services Contract Amendment No.1 with DOWL in the amount of $123,610.00 for W.O. 17-01 Schedule 1, 24th Street West Water Main Replacement.
