Rose Park Pool Operations Building Replacement - Bid Award

PROBLEM/ISSUE STATEMENT

The Rose Park Pool Operations Building Replacement project is to replace the structure which was damaged by fire in March of 2016.  An initial bid to demolish the existing structure was awarded by Council on January 9, 2017 for $51,000.00.  A subsequent bid was opened on January 10, 2017 to construct a replacement operations building.    The low bid was $1,856,600.00 for a total project cost of $1,907,600.00.  This amount exceeded the budgeted amount so on February 13th Council voted to reject all bids for construction and directed Staff to find cost savings through value engineering and to re-bid the project to start after the 2017 swimming season ends.   Also on July 24, 2017 Council voted to reject all bids for demolition because due to elapse in time and financial constraints the contractor was no longer in a position to move forward to sign a contract for the demolition.   Staff worked with CTA, the consulting Architect to identify cost savings which included changing the roofing material, eliminating storage space and landscaping the site in-house through supervising volunteer gardening groups.  Through these efforts, the project cost have been reduced by $146,100.00.  With the proposed efficiencies in building design, they will reduce operations costs over a 10 year period by more than $55,000.00  

The revised project was re-bid and on August 1, 2017, the bids were opened.  There were 6 bidders and Swank Enterprises of Billings was the apparent low bidder with a base bid of $1,683,000.00.  Two Additive Alternates are recommended to include with the base bid; demolition and asbestos abatement of the existing building at a cost of $57,000.00 and demolition and re-routing of the irrigation main line within the project site at a cost of $21,500.00 for a total project cost of $1,761,500.00 (See Bid Tab Attached).
If this bid is awarded, demolition of the existing building will begin shortly after the close of the swimming season, which is August 20th.



 

ALTERNATIVES ANALYZED


City Council may:
  • Vote to award the bid and Additive Alternates #4 and 5 to Swank Enterprises of Billings to re-build the Rose Park Pool Operations Building or;
  • Reject all bids and provide staff with additional direction.

FINANCIAL IMPACT

Funding for this project comes from an insurance settlement for the fire and the City Wide Park District #1 which was approved in FY 2018. 

RECOMMENDATION

Staff recommends that the City Council awards the bid and Additive Alternates #4 and 5 to Swank Enterprises in the amount of $1,761,500.00 to re-build the Rose Park Pool Operations Building.
