PROBLEM/ISSUE STATEMENT
Council is asked to approve Amendment No. 4 to the City's professional engineering services contract with HDR Engineering for W.O. 14-11 in the amount of $89,800.00. The Water Reclamation Facility will be upgraded to improve nutrient removal and expanded to increase capacity. This work includes water quality sampling and reporting work on the Yellowstone River that will inform the future phases of design at the Water Reclamation Facility as outlined in the WRF Design Report (Chapter 3 Design Objectives and Criteria). This work will aid in determining future effluent requirements and will provide meaningful data from both before and after the expanded WRF is put online. The work will review the impact of the WRF improvements on the Yellowstone River water quality and will aid the City is developing its application for discharge permit renewal in 2020.

ALTERNATIVES ANALYZED
City Council may:
- Approve Contract Amendment No. 4 with HDR Engineering, or;
- Disapprove Contract Amendment No. 4 with HDR Engineering. If this project is not completed, the City will not have the information needed for MDEQ for future improvements and water quality for the Water Reclamation Facility.
FINANCIAL IMPACT
Contract amendment No. 4 in the amount of $89,800.00 is budgeted in FY18.
RECOMMENDATION
Staff recommends that the City Council approve Amendment No. 4 to the City's professional engineering services contract with HDR Engineering for W.O. 14-11 in the amount of $89,800.00.
