Snow Plowing on Local Streets

PROBLEM/ISSUE STATEMENT

The City of Billings has received record amounts of snow in the past few winters. For FY18, the City Council approved snow plowing for residential streets by a private contractor.  The Public Works Department put out an invitation to bid for residential snow plowing to the curb with no hauling of snow. The successful bidder will be responsible to plow all local streets in Billings when an anticipated snow accumulation of three to  five (3-5) inches or greater occur.  The City of Billings has 740 lane miles of local streets.  The Public Works Department will notify the successful contractor 36 hours in advance of work based on National Weather Service forecast of projected snow accumulation of three to five (3-5) inches or greater. The Snow Plowing on Local Streets invitation for bid was advertised on August 18 & 25, 2017 in the Yellowstone County New and on the City's website.  The bids are for equipment and operators as follows:
  • Minimum of six (6) motor graders that are equivalent to the Caterpillar12m3 AWD (all wheel driver) or Champion 720 A  with operators
  • Single dispatcher
  • Minimum of 1 supervisor per shift
Staff opened the only bid on August 29, 2017 and CMG Construction submitted the lowest and only responsible bid.  The contract will be for two (2) years with the option of two (2) one (1) year extensions, by mutual agreement.  

ALTERNATIVES ANALYZED

City Council may:
  • Award the contract to CMG Construction or;
  • Reject the bid, which will delay the snow plowing in residential areas this winter

FINANCIAL IMPACT

The only bid is as follows:

Motor Grader w/Operator - $130 per hour
Dispatcher - $10 per hour
Supervisor - $10 per hour
 

RECOMMENDATION

Staff recommends that the City Council award the contract for Snow Plowing on Local Streets to CMG Construction at the hourly rates shown above, not to exceed $400,000 in FY18.
