PROBLEM/ISSUE STATEMENT

To accomplish engine overhauls in a timely manner, MET Transit solicited bids from engine repair vendors to perform mechanical and electronic engine overhauls on three different types of Transit bus engines; ISL and ISM Cummins Diesel Engines (Schedule 1), and Series 50 Detroit Diesel Engines (Schedule 2).  This Agreement will also give the vendor the opportunity to supply remanufactured Cummins Diesel Engines and remanufactured Detroit Series 50 Diesel Engines (Schedule 3). This Agreement is for one year, due to the vendor's inability to forecast parts and labor cost increases for a period exceeding one year.

Staff advertised for sealed bids on August 18 and 25, 2017 in the Yellowstone County News. Bid specifications were delivered to six (6) vendors. On August 29, 2017 the following bids were received.

Cummins Rocky Mountain would be able to overhaul Cummins engines and supply remanufactured Cummins engines, but no Detroit engines.  I-State Truck is able to overhaul Cummins engines and supply remanufactured Cummins engines, but no Detroit engines. American Fleet, Inc. will only supply remanufactured Detroit engines. 

Staff has reviewed the bids and would like to award Cummins Rocky Mountain Part 1, Schedule 1, and Part II, Schedule 3 bids for the Cummins engines; and award American Fleet, Inc Part II,Schedule 3 for the remanufactured Detroit engines.

ALTERNATIVES ANALYZED

City Council may:
  • Approve,the bids submitted by Cummins Rocky Mountain and American Fleet, Inc., and authorize the Mayor to execute the Agreements; or
  • Disapprove the bids submitted by Cummins Rocky Mountain and American Fleet, Inc.,  and advise staff on how to proceed.

FINANCIAL IMPACT

The engine overhauls have been included in the FY18 operating budget. At this time, staff is not aware of any bus engines in need of an overhaul; however, this bid award will allow MET Transit the ability to immediately schedule an overhaul when the need arises.

RECOMMENDATION

Staff recommends that the City Council approve the bids submitted by Cummins Rocky Mountain and American Fleet, Inc., and authorize the Mayor to execute the Agreements for MET Transit bus engine overhaul services.
