PROBLEM/ISSUE STATEMENT

The final plat for the Blue Creek Storage Subdivision is being presented to City Council for final approval. On August 4, 2017, the applicant submitted a proposed 2 lot subdivision that was reviewed as an expedited plat as outlined in Section 23-305 in the City of Billings Subdivision Regulations. The proposed plat is reviewed internally and is not required, as outlined in Section 23-305, to be preliminarily approved by City Council, but Council must approve the final plat. This plat will create 2 lots from a 10.869 acre parcel of land.  The parcel is generally located on the east side of Blue Creek Road, south of Santiago Boulevard. The subject property is legally described as Certificate of Survey 3426, Parcel 2 and is zoned Community Commercial and Neighborhood Commercial. This subdivision is proposed for commercial uses.  The owner is Blue Creek Storage, LLC and the representing agent is Sanderson Stewart. Upon City Council approval, these documents are appropriate as to form for filing with the Clerk and Recorder.

ALTERNATIVES ANALYZED

The City Council may approve or disapprove the final plat of Blue Creek Storage Subdivision. If the City Council chooses to deny the final plat, it must base the denial on the criteria outlined in MCA 76-3-611 and BMCC Section 23-307.

FINANCIAL IMPACT

Should the City Council approve the final plat, the newly created lots may be developed, increasing the tax and assessment revenues for the City while also generating service demands.

RECOMMENDATION

Staff recommends that the City Council approve the final plat of the Blue Creek Storage Subdivision.
