PROBLEM/ISSUE STATEMENT
The Optimist Park North Parking Lot Improvements project is an outgrowth of the recently completed park master plan (adopted by Council January 23, 2017) wherein Billings Parks and Recreation is partnering with the South Billings Urban Renewal Association (SBURA) to make improvements to the park. SBURA recommends using the South Billings Urban Renewal District tax increment financing for this project.
On September 12, 2017, the bids were opened. There were 5 bidders and CMG Construction of Billings was the apparent low bidder with a base bid of $302,346.00 (See Bid Tab Attached).
If this contract is awarded, construction will begin immediately with an anticipated completion of November 20, 2017, but completion will be weather dependent.

ALTERNATIVES ANALYZED
City Council may:
- Approve the low bid and award the contract to CMG Construction of Billings to make improvement to the Optimist Park North Parking Lot, or;
- Reject all bids and provide staff with additional direction.
FINANCIAL IMPACT
Funding for this project will come from the South Billings Urban Renewal District tax increment funds, as recommended to the Council by SBURA.
RECOMMENDATION
Staff recommends that the City Council award the contract to CMG Construction in the amount of $302,346 for the Optimist Park North Parking Lot Improvements project.
