Big Sky State Games requests road closures for 3rd Street West between Grand Ave. and Parkhill Drive and for Parkhill Drive between 3rd St. West and 12th Street West from 5:30 pm until 7:00 pm and a partial road closure for Virginia Lane at Parkhill from 6:00 pm until 7:00 pm for Friday, July 16, 2010 for its annual 5K Run.

Recommended conditions of approval include Big Sky State Games:
1. Have no alcohol consumption in the right of way
2. Clean area to be used and provide and empty waste cans
3. Notify all emergency facilities, bus lines and media as soon as possible
4. Provide and install adequate traffic barricades and signs directing motorists around closure
5. All course guards (flaggers) shall wear safety apparel and use approved STOP/SLOW paddles
6. Provide a certificate of insurance naming City of Billings as additional insured

The Council may:
• Approve the request to close street for the event; or
• Deny the street closure.

There are no costs to the City of Billings other than administrative time to process the application. Police, traffic control and litter removal are to be paid for the by the Big Sky State Games.

Staff recommends that Council approve the temporary street closure named above for Big Sky State Games annual 5K run.
