PROBLEM/ISSUE STATEMENT

Included in the Airport's Capital Improvement Program is the Miscellaneous Curb and Sidewalk Improvements Project. This project will repair or replace damaged sections of the 25-year-old sidewalk and curbs along the Terminal loop road and in front of the Terminal Building. Sections of the curbs have been damaged by snow removal equipment and the sidewalks have cracked as they settled over the years. This project will repair or replace the damaged curbs and sidewalk sections to provide safe access to the Airport Terminal. This project was advertised in the Yellowstone County News on August 25 and September 1 and 8, and posted on the City's Website. On September 12,  the following bids were received:

EHC Underground $75,786.57
406 Underground $22,479.21

Staff contacted 406 Underground and gave them the results of the bid opening.  After reviewing their bid, they said they had obviously made a mistake and asked if they could withdraw their bid.  Staff agreed it was in everyone's best interest to reject the  bid from 406 Underground and award the contract to next lowest bidder.

ALTERNATIVES ANALYZED

City Council may:
  • Approve the award of the Airport's Miscellaneous Curb and Sidewalk Improvements; or
  • Decline the award of this project, reject all bids, and delay this project.
 
 

FINANCIAL IMPACT

The total cost of this project is $58,142. Funding for this project is available in the Airport's Capital account.

RECOMMENDATION

Staff recommends that the City Council award the contract for the Airport's Miscellaneous Curb and Sidewalk Improvements Project to Knife River for the amount of $58,142.
