PROBLEM/ISSUE STATEMENT
The Billings Logan International Airport currently uses a contractor to provide weekly, monthly, and quarterly window washing services for the Airport Terminal Building. Due to the height and location of many of the Terminal Building windows, a professional window cleaning contractor is better equipped to handle this work and can provide this service more efficiently than the Airport's maintenance employees. The current Window Washing Services Agreement expires on October 31, 2017. The call for bids for this Service Agreement was advertised in the Yellowstone County News on September 15 and 22, 2017, and posted on the City's Website. On September 26, 2017 the following bids were received:

ALTERNATIVES ANALYZED
↵City Council may:
- Approve the award of the Three Year Airport Terminal Building Window Washing Services; or
- Decline the award for this service, reject all bids, and provide staff direction on how to proceed.
FINANCIAL IMPACT
The total cost of the Three Year Window Washing Services Agreement is $68,298, or $22,766 per year. The source of funding for each year of the Agreement is budgeted in the Airport's operating budget.
RECOMMENDATION
Staff recommends that the City Council award the Three Year Window Washing Services Agreement for the Billings Logan International Airport Terminal Building to Fish Window Cleaning, for the amount of $68,298.
