W.O. 17-16 -- Fox Pump Station Improvements, Professional Services Contract with Morrison Maierle

PROBLEM/ISSUE STATEMENT

The City desires to build a new water pump station to service Zone 4 North in the City's water distribution system.  Zone 4 North, serving the northwest Billings Heights, is a closed loop system with no current storage.  The existing Fox Pump Station, located near Skyview High School, pumps into this system but is at its maximum operating capacity.  The Zone 4 North pressure zone experiences periods of high demand that the current facilities have difficulty meeting.  Therefore, the City had a study done in the spring of 2017 to evaluate the current and future water demands in this area and to provide recommendations for pumping and storage improvements.  From the resulting report, it is recommended to proceed with the construction of a new Fox Pump Station.  A water storage reservoir is recommended to be constructed in the next 8-10 years.  The new pump station will be compatible with this future reservoir.

The new pump station will be built near the existing pump station on land already owned by the City.  This will allow the existing pump station to remain in service throughout construction, limit the amount of piping needed for tie-ins, and greatly reduce any impact to the distribution system.  Upon final turn-up of the new pump station, the existing pump station will be taken out of service, but the building will be kept for other purposes.

Proposals were requested for the professional services described below.  Three firms submitted proposals, and Morrison Maierle was chosen as the preferred consultant.

This contract provides the necessary professional services, including but not limited to: alternatives presentation, all design aspects (civil, architectural, structural, electrical, mechanical, etc.), preparing bidding and construction contract documents, bidding services, and construction administration (CA).

ALTERNATIVES ANALYZED

City Council may:
  • Award a Professional Services Contract to Morrison Maierle (MMI); or
  • Do not award a contract to MMI.  If this agreement is not approved, design of the facility will be delayed resulting in extended deficiencies meeting water demands in Zone 4 North.


 

FINANCIAL IMPACT

This project is being funded with Water funds, as approved in the FY 2018 budget.  The table below shows a financial summary.  There are adequate funds for this contract amount.

RECOMMENDATION

Staff recommends that the City Council approve the Professional Services Contract with Morrison Maierle for W.O. 17-16 -- Fox Pump Station Improvements in the amount of $315,200.
