PROBLEM/ISSUE STATEMENT
On May 10, 2010 the City Council approved Resolution of Intent No. 10-18932, setting a public hearing and stating its intention to expand the boundaries of the downtown Business Improvement District (BID) No. 001. The BID Board presented petitions from owners of slightly more than 60% of the property in the expansion area. The BID plans to implement a safety zone program for an area that is roughly bounded by MSU-B on the north, North Park on the east, South Park on the south and 32nd Street on the west. The safety program will allow the BID to add a police officer, who will supplement the present downtown foot and bicycle patrol officer. Assessments will range from $150 to $7,500 per year per owner depending on the number and sizes of properties. Property owners in the expansion area were notified about the public hearing and proposed expansion through newspaper publications and mailed notices on May 27 and June 3.

FINANCIAL IMPACT
The City's role in all BIDs is to approve the BID work plan and annual budget, to prepare all assessment resolutions and tax files and to remit the funds to the BID that are collected through the County Treasurer. The City receives no direct subsidy or payment for these services. The City is a large landholder in the proposed expansion and is predicted to receive the maximum assessment of $7,500. This will be a General Fund expense.
RECOMMENDATION
Staff recommends that the City Council conduct the Public Hearing and approve the Resolution expanding the BID No. 001 boundaries and extension of the Cooperative Safety Program.
