W.O. 18-10 Poet Streets - Resolution of Intent to Construct Improvements and set a Public Hearing

PROBLEM/ISSUE STATEMENT

The proposed project will install conventional curb and gutter or ribbon curb and will reconstruct the Poet Streets.  The streets included in the project are Highland Park Drive, Longfellow Place, Irving Place, Whittier Place, Emerson Place, Raymond Place and Woodland Drive and are generally located north of Poly Drive and west of Virginia Lane.  Public Works staff had a neighborhood meeting in July with the property owners and have since met with the individual property owners to go over the project and the impacts to their property.  This project is proposed to be constructed as a Work Order which allows specific assessments to the properties.  Each property has a different assessment based on how the project benefits them.  Work Orders allows specific improvements to the properties to be assessed, such as landscaping and driveways, versus an SID which only allows general improvements.  In general, the properties are being assessed for the curb and gutter or ribbon curb to be installed and any construction necessary to match their property to the curb.  City funds are being used to reconstruct the asphalt portion of the project and is consistent with how similar streets are being constructed in other neighborhoods.  In order to construct this project, Council must pass a Resolution of Intent and set a Public Hearing for the project in order to assess owners for their share of the improvement costs.

ALTERNATIVES ANALYZED

The Council may:

• Pass the Resolution of Intent and establish a Public Hearing date of February 12, 2018; or
• Do not pass the Resolution of Intent. If the Council does not adopt the Resolution, the property owners cannot be assessed and the work will not occur because there is no other source of financing for the curb and gutter.

FINANCIAL IMPACT

The proposed project is funded through multiple sources, including direct property assessments, for a total budgeted amount of $1,370,505.87.

Funding budgeted in FY 18 is sufficient for the proposed project.

RECOMMENDATION

Staff recommends that the City Council approve this Resolution of Intent for W.O. 18-10 and set a public hearing date for February 12, 2018.
