Bid Award for Airport Improvement Program (AIP) 38 Project, Taxiway A East Realignment

PROBLEM/ISSUE STATEMENT

The Airport Improvement Program (AIP) 38 project, Taxiway A East Realignment, included in the City's Capital Improvement Program, will realign the eastern most section of Taxiway A, beginning at the intersection of Taxiway B to the intersection with Runway 28R, where the taxiway ends.  This portion of the existing Taxiway A does not meet Federal Aviation Administration (FAA) runway/taxiway separation criteria. Additionally, there is a dirt hillside that is an obstruction for large aircraft taxiing on this end of Taxiway A that must be excavated.  This project will remove 950 feet of the asphalt and gravel base material of the existing Taxiway A, excavate the hillside to provide clearance, and realign and rebuild the east end of Taxiway A.  This project will also install new taxiway lights.  The excavated material from this project will be recycled for use on the Airport's perimeter road system.  The new realigned east end of Taxiway A will then comply with FAA separation requirements with Runway 28R.  This project was advertised in the Billings Times and was posted on the City's Web Site.  On June 15, 2010, the following bids on this project were received.

ALTERNATIVES ANALYZED

The City Council may:
  • Approve the award of Taxiway A East Realignment project; or
  • Decline to approve the award of Taxiway A East Realignment project, reject all bids, and not complete the project at this time.

FINANCIAL IMPACT

The total cost of this project is $1,473,310.25, and is funded with a 95% FAA AIP entitlement grant and a 5% local match. The FAA portion is $1,399,644.74, and the City's match is $73,665.51.  Local match funds are budgeted and available in the Airport's Capital account.

RECOMMENDATION

Staff recommends that City Council approve the award of the AIP 38 project, Taxiway A East Realignment, to the low bidder Riverside Sand & Gravel, for the amount of $1,473,310.25.
