PROBLEM/ISSUE STATEMENT

The proposed project will install conventional curb and gutter or ribbon curb and will reconstruct the Poet Streets.  The streets included in the project are Highland Park Drive, Longfellow Place, Irving Place, Whittier Place, Emerson Place, Raymond Place and Woodland Drive and are generally located north of Poly Drive and west of Virginia Lane.  Public Works staff had a neighborhood meeting in July 2017 with the property owners and have since met with the individual property owners to go over the project and the impacts to their property.  This project is proposed to be constructed as a work order so that each property is assessed for the specific improvements that benefit that property.  In general, the properties are being assessed for the curb and gutter or ribbon curb to be installed and any construction necessary to match their property to the curb.  City funds are being used to reconstruct the asphalt portion of the project.  This is consistent with how similar streets are being constructed in other neighborhoods the last few years and how they will continue in the future to reconstruct streets with the same characteristics.  Gas tax is being used in these areas to improve the condition of the streets to a maintainable standard so they can be maintained by chip sealing in the future instead of full reconstruction.  Resolution of Intent to Create was approved by the City Council at the January 8, 2018 meeting.  The protest period ends February 12th at noon so the number of protests received will be presented at the meeting.

ALTERNATIVES ANALYZED

The Council may:

• Pass the Resolution ordering construction of the improvements; or
• Do not pass the Resolution ordering construction of the improvements. If the Council does not adopt the Resolution, the property owners cannot be assessed and the work will not occur because there is no other source of financing for the curb and gutter.

FINANCIAL IMPACT

The proposed project is funded through multiple sources, including direct property assessments, for a total budgeted amount of $1,370,505.87.

RECOMMENDATION

Staff recommends that the City Council conduct a public hearing and approve a Resolution ordering improvements identified in W.O. 18-10, Poet Streets.
