PROBLEM/ISSUE STATEMENT

Annafeld Subdivision is located south of I-90 and north of the Yellowstone River.  It is bordered by Elysian Road to the north, the Hogan's Slough to the east and East Lane Road to the west.   This subdivision is a Planned Neighborhood Development with mixed uses and parkland located throughout the development. The Annafeld Parks Master Plan Phase 1 for consideration, is intended to be the guiding document for the development of parkland in the subdivision's First Phase.  A park master plan for the remaining portion of the subdivision will be presented to Council at a future date.

In order to fund park development and subsequent maintenance in the first phase, the developers, McCall Homes, is proposing a Special Improvement District (SID) and a Park Maintenance District (PMD).  The Master Plan not only identifies improvements for the parkland in the First Filing, but also establishes a basis to set the amount for the SID.  If the plan is adopted, the funding will be made available to the Parks and Recreation Department to manage the design and construction of the parks identified.  

McCall Homes and their consultant met with staff on 3 separate occasions to discuss the plan and to identify the important park elements.  Since McCall Homes are the only current property owners in the Annafeld Subdivision, the master plan was presented to the Parks, Recreation and Cemetery Board on January 10, 2018 to provide their input into the plan and to provide a public forum for comments for Billings citizens.  There was no public comment.  The Board voted unanimously to recommend adoption of the Annafeld Parks Master Plan Phase 1 to Council.  

ALTERNATIVES ANALYZED

City Council may:
  • Approve the Annafeld Parks Master Plan Phase 1 or;
  • Disapprove the plan and provide staff with additional guidance.

FINANCIAL IMPACT

Funding to design, construct the parkland in the first phase by the Parks and Recreation Department will be through the creation of a Special Improvement District (SID).  Ongoing funding for maintenance of the parkland will be through the creation of a Park Maintenance District (PMD).  There will be no financial impact to the City. 

RECOMMENDATION

Staff and the PRC Board recommends that Council adopt the Annafeld Parks Master Plan Phase 1 as the guiding document for development of parkland within this subdivision.
