PROBLEM/ISSUE STATEMENT

Council is asked to approve Amendment No. 5 to the City’s professional engineering services contract with HDR Engineering for W.O. 14-11 in the amount of $118,300.00.  This amendment will provide additional design and bidding services for an upgrade to the facility’s Administration Building.  The Water Reclamation Facility is currently being upgraded under a construction contract with Sletten Construction to improve nutrient removal, expand capacity and control odor and corrosion.

HDR was awarded an engineering services contract in 2014 which covered the original project design and bidding services.  Approved contract Amendments Nos. 1, 2 and 3 enabled HDR to complete all additional necessary design phases as well as engineering administration services during and after project construction.  Amendment No. 4 provided funding for Yellowstone River water quality studies.  The value of HDR's contract including Amendment No. 5 would be $12,134,100.00.

A complete remodel and expansion of the Administration Building was designed and bid as part of the original project.  Since Sletten’s bid on that work was substantially higher than the City’s allowable budget, it was not awarded.  Proposed contract Amendment No. 5 proposes a more cost effective upgrade for the building that will include the following major components:
  • Remodel the building’s old chlorine room into a new Control Room and Operations Supervisor office.  This work also includes a new unisex bathroom, windows, and additional access to the remainder of the building.
  • Provide a new building entrance east of the new Control Room consisting of mostly glass walls and a guest reception area.
  • Construct a new elevated floor near the existing entrance to match the first floor.
  • Rehabilitate the existing Conference Room and Lunch Room.  Work would include additional access, windows, drywall, flooring, ceiling tile, power and lights.
  • Rehabilitate and expand the upper level Laboratory.  Work would include new cabinets, countertops, sinks, resurfaced flooring, ceiling tiles, and distilled water system.
  • Other miscellaneous improvements to include replacing existing HVAC units, electric door opener, hot water supply and return piping, and landscaping.
If City Council approves Amendment No. 5 to HDR's engineering contract, staff will publicly bid the project construction once the design is complete.  Construction costs are estimated at approximately $1.5 million.

ALTERNATIVES ANALYZED

City Council may:
  • Approve Contract Amendment No. 5 with HDR Engineering, or;
  • Disapprove Contract Amendment No. 5 with HDR Engineering.  If this project is not completed, the inefficient space inherent in the existing building cannot be corrected, and the aging and dated components of the building functions will further deteriorate.

FINANCIAL IMPACT

Contract Amendment No. 5 is in the amount of $118,300.00, and funding for the design of this project as well as future project construction has been approved by City Council in the Capital Improvement Plan (CIP) and the budget for the Public Works Department.  The project will use wastewater funds.

RECOMMENDATION

Staff recommends that Council approve Amendment No. 5 to the City’s professional engineering services contract with HDR Engineering for W.O. 14-11 in the amount of $118,300.00.
