PROBLEM/ISSUE STATEMENT
The master plan for Annafeld Parks First Phase was approved at the February 12, 2018, City Council Meeting. With the master plan completed, it was determined that improvements to the park would be completed through a Special Improvement District (SID). The improvements to the park generally include landscaping, trees, shrubs, turfgrass, native vegetation, trails, sidewalks, irrigation system, playground and equipment. The benefit district for the park includes 70 properties. SID 1404 was approved by Council on February 12, 2018 business meeting. It is now necessary to create a maintenance district to provide funding for long term maintenance of the improvements. A Resolution of Intent to Create a Special Improvement Maintenance District was approved by Council on February 26, 2018. A notice of passage of Resolution of Intent to Create Special Improvement Maintenance District 4041 was published in the Yellowstone County News and sent to the property owner on March 9, 2018 initiating a protest period that ended March 24, 2018. The final step in this process is to hold a public hearing and adopt the Resolution Creating Special Improvement Maintenance District No. 4041, hereinafter referred to as Park Maintenance District (PMD) 4041, in Annafeld Subdivision, First Filing.

FINANCIAL IMPACT
The estimated first year assessment for PMD 4041 is $0.09418391 per Sq. Ft. of land assessed, for a total assessment of $60,600. There will be no financial impact to the City as maintenance costs will be covered through assessments in PMD 4041.
RECOMMENDATION
Staff recommends that the City Council hold a public hearing and approve the Resolution creating PMD 4041.
