The City of Billings and Morrison Maierle entered into a Professional Services Contract on November 13, 2017.  The original scope of the project was to design and construct a new Fox Pump Station to serve Zone 4 North.  This zone is part of the City's water distribution system in the Billings Heights.  Amendment 1 adds to the original scope of work by providing design of the instrumentation and controls (I&C) and the associated programming and integration.  Further details are included in the attached Amendment 1. I&C design can be done by the engineering consultant during design or by the contractor after the construction bid. Initially, this project seemed to be a better fit for the contractor to perform the I&C design. However, after the engineer started the project design, several factors led us to determine that the I&C design would result in a better outcome if it was designed by the consultant under the design phase of the project.

The Council may:

• Approve Amendment No. 1 to the Professional Services Agreement with Morrison Maierle; or
• Not approve Amendment No. 1 to the Professional Services Agreement, resulting in these services to be included in the construction contract, which would likely cost more and create delays in getting the work complete.

Amendment 1 increases the contract amount by $75,050.  The approved project budget includes sufficient funds available to cover the additional costs.
