PROBLEM/ISSUE STATEMENT

The proposed project is a reconstruction of Central Avenue from 32nd Street West to Shiloh Rd., with improvements that include curb and gutter, sidewalk, and trail.  This project is proposed to be constructed as a work order instead of a Special Improvement District (SID).  Work orders are used when the bulk of a project is funded by the city and only a small portion of the work is assessed.  SIDs are typically used on local streets when the assessments account for the majority of the funding.  In addition, work orders are more equitable to property owners than SIDs because properties will be assessed for work required for their property. Some properties have mailboxes, multiple approaches, fences, asphalt driveways, etc. and others do not. Work orders are flexible and allow work to be added or removed for each individual property.  For this project, all properties are being assessed for the curb and gutter, sidewalk or equivalent trail width relative to each property.

City funds are being used to reconstruct most of the road in the project and is consistent with how similar streets are being constructed in other neighborhoods.

ALTERNATIVES ANALYZED

The Council may:

• Pass the Resolution ordering construction of the improvements; or
• Do not pass the Resolution ordering construction of improvements. If the Council does not adopt the Resolution, the property owners cannot be assessed and an alternative source of financing will need to be found for the improvements.

FINANCIAL IMPACT

The proposed project is funded through arterial fee, gas tax and direct property assessments, for a total estimated budgeted amount of $4,834,000.

Funding budgeted in FY 18 is sufficient for the proposed project.

RECOMMENDATION

Staff recommends that the City Council approve the Resolution ordering improvements identified in W.O. 16-05, Central Avenue Road Improvements.
