PROBLEM/ISSUE STATEMENT
During snow events at the Airport, staff will utilize a front-end loader with a blade attachment to move large amounts of snow off of approximately 440,000 square feet of the air carrier ramp where larger snow plows struggle to maneuver around commercial aircraft.
One of the existing blades used for this purpose is over 25 years old and is showing signs of metal fatigue, as it has been welded many times over the years to keep it in service. This old ramp blade is currently a straight blade, which is old technology and tends to drop snow and ice off of each edge while plowing, creating snow berms. This can be a hazard to aircraft, and requires more passes and time to clean the pavement surface. This bid award is for the purchase of a new cupping plow blade to allow the snow plow operator to fold each end of the blade in towards the center, via hydraulic cylinders, in order to contain all of the snow and ice, and remove it off the air carrier parking ramps much quicker. This new piece of snow removal equipment will enhance the Airport's ability to comply with the FAA approved Snow and Ice Control Plan, and ultimately improve safety and efficiency of commercial aircraft operating on the ramp at the Airport.
This Cupping Snow Plow replacement project was advertised in the Yellowstone County News on February 23, March 2 and 9, 2018, and was posted on both the City and Airport's Websites. On March 13, 2018 one bid was received:

ALTERNATIVES ANALYZED
City Council may:
- Approve the award for the purchase of a Cupping Snow Plow Blade; or
- Decline the purchase of the Cupping Snow Plow Blade, reject the bid, and delay the purchase of this piece of snow removal equipment.
FINANCIAL IMPACT
The total cost of this new equipment is $62,458. The project will be paid for with Passenger Facility Charge (PFC) funds. These funds are available in the Airport's PFC account.
RECOMMENDATION
Staff recommends that the City Council approve purchasing a new Cupping Snow Plow Blade, from the sole bidder M-B Companies, Inc. for the amount of $62,458.
