PROBLEM/ISSUE STATEMENT
The Billings Regional Landfill collects Household Hazardous Waste (HHW) from customers using the landfill. The City has been paying by the load for a private firm to haul and property dispose of this HHW. The costs and amounts of HHW now require a contract that the City Council may approve. A request for proposals for this HHW work was sent to the only three firms licensed to do this work in Montana. Proposals were received from Clean Harbors Environmental Services and Beartooth Environmental. Clean Harbors Environmental Services submitted the lowest price for this work.
ALTERNATIVES ANALYZED
City Council may:
- Approve, the contract for the hauling and disposal of the HHW, or;
- Disapprove the contract. If the contract is not approved the HHW will collect at the landfill and must eventually be hauled away and disposed of properly by a licensed contractor.
FINANCIAL IMPACT
Funding for this contract is included in the Public Works Department Solid Waste Division FY 2018 budget. The annual payment will not exceed $100,000, but the actual cost will depend on the amount of HHW received for that year.
RECOMMENDATION
Staff recommends awarding a three year contract to Clean Harbors Environmental Services for hauling and disposing of the HHW from the Billings Regional Landfill for a maximum amount of $100,000 for each of the next three years.
