In 2014, Walker Restoration Consultants completed a condition appraisal audit for the City of Billings Parking Structures I, II, and III. The audit identified the need for concrete repairs, concrete waterproofing and miscellaneous repairs in each garage.  The structural repairs were divided into three phases:  Concrete Repair, Waterproofing and Mechanical/Electrical Systems/Miscellaneous Repair.  Most concrete repair was completed in 2016.  Additional concrete repair, door replacement, expansion joint repair and waterproofing were scheduled to be finished in 2017.  This year's plan calls for continued concrete repair, crack and joint repair, expansion joint repair, barrier cable repair, installation of supplemental floor drains, replacement of stair riser, brick and concrete masonry repair and installation of pipe and hangers.  This project was advertised in Yellowstone County News on April 19 and April 26, 2018 and was posted on the City's Website.  Bids were opened on May 15, 2018.

City Council may:

• Approve the low bid and award a contract to JOHN ROHRER CONTRACTING COMPANY, INC. or
• Reject all bids and provide additional guidance to staff.

The 2018 Parking Fund Construction and Capital budget is $223,329 to cover the Mechanical/Electrical Systems/Miscellaneous Repair of Parking Structures I, II and III.
