PROBLEM/ISSUE STATEMENT
The roof condition at Fire Station No. 3 on 17th Street West was assessed in 2015 and planned for replacement in FY18. Removing the entire roof requires bringing the insulation up to current code. A fully adhered single ply EPDM roof will be installed with a 20 year warranty. An Invitation for Bid was published April 20 and 27, 2018, in the Yellowstone County News, on the City's website, and provided to the Billings Builder's Exchange. The City received five (5) qualified bids on Tuesday, May 15, 2018.

City Council may:
- Approve a contract award to the apparent low bidder, Empire Roofing for $83,858 or;
- Disapprove and reject all bids, which will retain a roof that is vulnerable for leaking and further deterioration or rebid, but it is unlikely that the roof would be replaced this roofing season.
FINANCIAL IMPACT
The Fire Department submitted this roof replacement as an SBR in the FY 2018 budget and was approved by the City Council. This project will be done within FY18 budgeted funds.
RECOMMENDATION
Staff recommends that the City Council approve the low bid and award a contract to Empire Roofing in the amount of $83,858.
