PROBLEM/ISSUE STATEMENT
The Montana Department of Environmental Quality (MDEQ) requires that the Billings Regional Landfill have an updated master plan. The last update was in 2007. The updated plan provides for the expansion of the existing landfill gas collection system in conjunction with the landfill development. In addition the plan will provide a new road layout, water collection layout, and will redesign the cells due to the increased compaction rates and the new drop-off facility.
Requests for proposals were sent to HDR Engineering and Great West Engineering because they are on the preapproved list for this work. Both firms submitted proposals for the master plan. The selection committee met on May 2nd, 2018 and chose HDR Engineering.

ALTERNATIVES ANALYZED
City Council may:
- Approve the contract with HDR Engineering for the landfill master plan update, or;
- Disapprove the contract. If the contract is not approved the City will be out of compliance with the MDEQ and the existing plan will be out of date.
FINANCIAL IMPACT
The cost of the contract is $114,000, Funding is included in the FY 2018 Capital Improvement Plan (CIP) and the FY 2018 Solid Waste Division budget.
RECOMMENDATION
Staff recommends that the City Council authorize the Mayor to execute a contract for professional services with HDR Engineering for the Billings Regional Landfill master plan update in the amount of $114,000.
