PROBLEM/ISSUE STATEMENT
The City currently has two water surface intakes at the Water Treatment Plant (WTP) from which water is drawn from the Yellowstone River for treatment and distribution. The primary, Intake #1, uses rapid mixers and preliminary chemical dosing. Intake #2, located upstream of Intake #1, is used less often, but provides a backup if there are issues with obtaining sufficient water from Intake #1.
Intake #1 experiences problems with debris, logs/sticks, moss, and excessive mud/sedimentation typically during high river flows. Problems have also been encountered with ice during winter/spring months. Intake #2 has been able to provide relief during these times, but staff now wants to take measures to have full redundancy with the intakes and reduce or eliminate some of the problems currently encountered. The first step of this project will be to complete a study determining the best alternatives for achieving full redundancy on the intakes. This contract provides the necessary professional services including, but not limited to: data collection/compilation, conceptual hydrogeologic evaluation, river geomorphology evaluation, creation and evaluation of intake alternatives, and submission of an alternatives analysis report. Upon completion of the alternatives analysis and selection of a preferred option, a contract amendment will be presented for subsequent design and construction administration services.
Proposals were requested for the professional services described above. Four firms submitted proposals, and AE2S was chosen as the preferred consultant.

ALTERNATIVES ANALYZED
City Council may:
- Award a Professional Services Contract to AE2S; or
- Do not award a contract to AE2S. If this agreement is not approved, the alternative analysis and subsequent design and construction of the facility(s) will be delayed, resulting in an extended period of time of having to overcome existing issues with the current intakes.
FINANCIAL IMPACT
This project is being funded with Water funds, as approved in the FY 2019 budget. The table below shows a financial summary. There are adequate funds for this contract amount.

RECOMMENDATION
Staff recommends that the City Council approve the Professional Services Contract with AE2S for W.O. 18-21 -- Water Treatment Plant Intake Redundancy in the amount of $182,900.
