PROBLEM/ISSUE STATEMENT

The Blue Knights would like to hold a short motorcycle parade 1:00 pm. - 2:00 p.m., Thursday, July 22, 2010.  The parade route starts at the Holiday Inn Grand Montana on Midland Road to Montana Avenue via Laurel Road. The parade will then continue on Montana Avenue through downtown Billings turning north on 27th St. N, then east on 4th Ave N. and ending at Metra Park. 

Recommended conditions of approval include The Blue Knights:
1. Have no alcohol consumption in the public right of way
2. Contact all businesses and make them aware of the event
3. Clean the area to be used and provide and empty waste cans
4. Notify all emergency facilities, bus lines and media at least two weeks in advance of the event
5. Provide a certificate of insurance with required liability amounts naming City of Billings as additional insured
6. The police department will assist by providing the same traffic control services that they provide for other parades

ALTERNATIVES ANALYZED

The Council may:
• Approve the request for the parade route and temporary street closure; or
• Deny the request 

FINANCIAL IMPACT

There are no costs to the City of Billings for this event other than administrative time to process the permit. Police, traffic control and litter removal are to be paid for by The Blue Knights.

RECOMMENDATION

Staff recommends that Council approve the parade route and temporary street closure on Thursday, July 22, 2010, 1:00 - 2:00 p.m.
