PROBLEM/ISSUE STATEMENT
The Filter Building at the Water Treatment Plant (WTP) was constructed in 2007. The controls and monitors for all filters are located in consoles within the filter gallery. The equipment has reached its useful life due to the constant use and age. The six consoles and associated wiring and equipment have started to fail and therefore need to be replaced. W.O. 18-16 provides for the replacement of all this equipment and other miscellaneous improvements associated with the consoles. Construction/installation will be phased over the winter months during periods of lowest water demand.
The bidding for this contract was advertised August 17, 24, and 31, and September 7, 2018, in the Yellowstone County News and on the City's website. Bids were opened September 11, 2018, and Ace Electric was the lowest responsible bidder.

ALTERNATIVES ANALYZED
City Council may:
- Award a construction contract to the low bidder, Ace Electric, Inc., in the amount of $690,000.00, or;
- Reject all bids, which will delay the project and result in further corrosion and equipment failure, which could be detrimental to being able to provide adequately filtered water.
FINANCIAL IMPACT
The following bids were received and evaluated.
This project is being funded with Water funds as approved in the FY 2019 budget. There are adequate funds for this contract amount.

RECOMMENDATION
Staff recommends that the City Council award a construction contract to Ace Electric, Inc. for W.O. 18-16, Filter Building Console Replacement in the amount of $690,000.00.
