PROBLEM/ISSUE STATEMENT

W.O. 18-30: City County Drain Mitigation is a project to mitigate for the movement of the Yellowstone River into the City County Drain.  The City County Drain is an important storm drain outfall for the City's storm drain system and the migration of the river channel to the north has made the outfall essentially unusable for much of the year.  City Council approved a resolution June 11, 2018 declaring the work an emergency.  City staff hired DOWL Engineering to assess the situation and determine a short term solution.  The original contract was for $45,075. The initial evaluation resulted in a determination that the city needs to reconstruct the outfall by installing a dam structure in the existing drain location and a new pipe to an alternative outfall location.  DOWL will work with the city to design and manage the construction over this winter with the intent to have it installed before the river level rises next spring.  The total for the design and construction administration is $293,084 so a contract amendment in the amount of $248,009 needs to be executed.

ALTERNATIVES ANALYZED

City Council may:
  • Approve the contract amendment to DOWL, or;
  • Disapprove the contract amendment to DOWL.  If a contract amendment is not awarded, the outfall will not be able to be reconstructed before spring.

FINANCIAL IMPACT

The amendment is in the amount of $248,009. Storm drain funds budgeted for FY 19 will be used for the project.

RECOMMENDATION

Staff recommends that City Council approve a contract amendment for DOWL in the amount of $248,009.
