PROBLEM/ISSUE STATEMENT
The Fire Department has a Mako model #BAM06H decommissioned breathing air compressor. Shepherd Volunteer Fire Department, Huntley-Worden Fire Department, and Casper College contacted the Assistant Fire Chief Valdez regarding the department's plan for disposal of this compressor. Each interested party submitted a letter of interest to Assistant Chief Valdez, however, as time has passed and the installation of the new breathing air compressor was delayed, the Mako unit experienced a number of breakdowns and it cannot safely function as a breathing air compressor. Casper College wants to purchase the unit as a training tool and has made an offer to purchase the compressor as-is and transport it. Staff believes that selling this compressor to Casper College for use as a training tool in their Fire Science Program is the most cost effective option for the City of Billings. The City Council must approve all property disposal, either according to a previously approved policy or individually, as needed.
ALTERNATIVES ANALYZED
City Council may:
- Approve selling a decommissioned breathing air compressor to Casper College, or:
- Disapprove selling this unit to Casper College.
FINANCIAL IMPACT
The estimated value of this unit is $2,000. Pacific Recycling stated that they may take the unit for 4 cents per pound and would need all of the valves removed and know that it was not pressurized. The unit weighs approximately 1,200 lbs. Based upon the estimated 4 cents per pound, the recycled value would be $48.00. The Public Safety Fund would receive $2,000 in FY 2019.
RECOMMENDATION
Staff recommends that the City Council approve selling the decommissioned breathing air compressor to Casper College for $2,000.
