PROBLEM/ISSUE STATEMENT
At its April 9, 2018 meeting, the City Council approved a Memorandum of Understanding with several local organizations to fund the master development plan, conceptual design and engineering plans for major development in the One Big Sky District. The other local organizations, collectively called the Strategy Partners, are Big Sky Economic Development, the Chamber of Commerce, the Tourism Business Improvement District and the Downtown Billings Partnership.
At its June 11, 2018 meeting, the City Council approved the Development Plan Agreement with Landmark Development Services Company, LLC. The Big Sky Economic Development Corporation (EDC) agreed to be the representative for all the Strategy Partners in the execution and implementation of the Development Plan Agreement. One Big Sky District is a comprehensive development plan, which includes up to four districts with catalytic anchor projects in each district. The development plan has the following goals:
- Goal 1: Create new jobs and engage an inspired workforce
- Goal 2: Provide meaningful economic and fiscal impacts to the City, County and State
- Goal 3: Increase visitation for the City, Region and State
- Goal 4: Create a “Lifestyle” city centered on health, wellness and recreation
