PROBLEM/ISSUE STATEMENT

The amended plat for the Sahara Sands Subdivision, 1st and 2nd Filings is being presented to Council for approval. Sahara Park is located on the southeast corner of Aronson Avenue and Caravan Avenue. It is a vacant park that exists as two adjacent land parcels; a park parcel was dedicated to the City with each of the two filings of Sahara Sands Subdivision. Last fall, this park became subject to consideration by the City Council and the Parks, Recreation and Public Lands Department (PRPL) for use as a water park. The Better Billings Foundation has requested the ability to acquire a portion of this park property to construct a full-feature water park and pool for the Heights area. In preparation for this possibility, a master plan was created which identified how much area was needed. A boundary line adjustment survey was prepared by Dowl-HKM in order to create the needed parcel of land identified in the master plan. In order to re-align these City-owned park parcels, City Council must approve of, and the mayor must sign this plat amendment. Doing so will only create the parcel needed for the potential water park. Transfer of the parcel to the Better Billings Foundation will be considered at a future date.

The Planning Division, PRPL, and other applicable City Departments have reviewed this amended plat and find that the plat and supporting documents conform to the requirements of MCA 76-3-207(1)(d). Upon City Council approval, the plat and supporting documents are appropriate as to form for filing with the Clerk and Recorder.

ALTERNATIVES ANALYZED

The City Council may approve or deny the final plat of Sahara Sands Subdivision, 1st and 2nd Filings, Amended.

FINANCIAL IMPACT

There should be little to no financial impact to the City if the City Council approves the final plat.

RECOMMENDATION

Staff recommends that the City Council approve the final plat of Sahara Sands Subdivision, 1st and 2nd Filings, Amended.
