W.O. 08-14 WWTP Storm Drain Modifications

PROBLEM/ISSUE STATEMENT

Bids were received for W.O. 08-14 WWTP Storm Drain Modifications on July 27, 2010.  The project consists of piping modifications to a storm water pump station; installation of gravity and force main storm drain pipe and settling tank; installation of butterfly valves and actuators; and replacement of a sluice gate at the wastewater treatment plant (WWTP).

ALTERNATIVES ANALYZED

The Council may:
• Award the contract W.O. 08-14 to Castlerock Excavating, Inc. in the amount of $169,062.00; or 
• Reject all bids and do not award contract for W.O. 08-14

FINANCIAL IMPACT

The City received two bids for this project as follows:

Engineer's Estimate $166,251.00

Contractor Base Bid
Castlerock Excavating, Inc.  $169,062.00
Western Municipal  $203,558.00
 
The following is a breakdown of the costs of the $261,192.00 allocated for this project:

Design & Construction Staking $34,500.00 (PE & CE contract)
Construction $169,062.00
Remaining Funds $57,630.00

Remaining funds will be used for change orders, materials testing, and other administrative costs.  The City will be doing most of the construction administration and inspection with some assistance from the consultant if needed.

RECOMMENDATION

Staff recommends that Council award the bid for Work Order 08-14 WWTP Storm Drain Modifications to Castlerock Excavating, Inc. in the amount of $169,062.00.
