PROBLEM/ISSUE STATEMENT
Friendship House of Christian Service is requesting a street closure on 8th Ave South from S 31st to S 32nd for a neighborhood event on Wednesday, August 18th from 4:00 pm to 8:00 pm. The event is for them to inform the neighborhood about the after-school program for kids.
Recommended conditions of approval include Friendship House of Christian Service:
1. Have no alcohol consumption in the public right of way
2. Clean the area to be used after the event and provide and empty waste cans
3. Contact all businesses/residents affected by the closure and make them aware of the event two weeks in advance
4. Notify all emergency facilities, bus lines and media as soon as possible
5. Provide and install adequate traffic barricades directing motorists around the closure
6. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured
7. Provide a ten foot wide unobstructed lane on all streets to provide for emergency vehicle access

ALTERNATIVES ANALYZED
The Council may:
• Approve the request to close the street for the event; or
• Deny the street closure
• Approve the request to close the street for the event; or
• Deny the street closure
FINANCIAL IMPACT
There are no costs to the City of Billings other than administrative time to process the permit. Police, traffic control and litter removal are to be paid for by the Friendship House of Christian Service.
RECOMMENDATION
Staff recommends that Council approve the closure named above for the Friendship House of Christian Service.
