PROBLEM/ISSUE STATEMENT
On June 25, 2018, as part of the FY2019 Budget, Council approved funding for the first phase development of Centennial Park in the amount of $2,460,000. Design and construction document work began in October of 2018. On April 5, 2019 an Invitation to Bid for construction was advertised. After consulting fees (-$342,699), master site plan review fee (-$1,301), 4.5% contingency (-$95,935) and system development fee credit (+$66,160), the total available funds for construction is $2,086,225. On April 30, 2019 bids were opened. There were 2 bidders, First Mark Construction and Knife River. The apparent low bidder is First Mark Construction of Billings with a base bid of $1,800,284, approximately 5.9% under the Engineer's Estimate (see bid tab attached), leaving $285,941. Due to favorable pricing, staff recommends that the restroom facility (operational 12 months out of the year) consisting of Additive Alternate #1 (Restroom Installation $22,280), Additive Alternate #2 (Electrical at Restroom $10,405), utility costs paid directly to Northwestern Energy by the City ($5,500) and budgeted amount to purchase a pre-manufactured restroom directly from the manufacturer by the City ($135,200) totaling $173,385. be included. Also the interior walkways consisting of Additive Alternate #6 (Concrete Walkway $66,062) and Additive Alternate #8 (Concrete Walkway North of Triplex $46,494) totaling $112,556 be included. The restroom facility and interior walkways will utilize the remaining funding. Staff recommends council approve the base bid, along with the restroom facility and concrete walkways in the first phase of Centennial Park improvements.
ALTERNATIVES ANALYZED
City Council may:
- Approve the bid from First Mark Construction consisting of the base bid for $1,800,284, Additive Alternate #1 for $22,280, Additive Alternate #2 for $10,405, Additive Alternate #6 for $66,062 and Additive Alternate #8 for $46,494 for a total of $1,945,525, or;
- Disapprove the bid and provide staff with additional guidance.
FINANCIAL IMPACT
Funding for the first phase development of Centennial Park was identified in the FY2019 budget.
RECOMMENDATION
Staff recommends Council approve the bid from First Mark Construction including the base bid and additive Alternates #1,2,6 and 8 for a total of $1,945,525 to develop the first phase of Centennial Park.
