PROBLEM/ISSUE STATEMENT

W.O. 19-02: Missing Sidewalk Project will construct concrete sidewalk, curb and gutter, drive approaches, and alley approaches throughout the city.  As a priority, City staff identified areas that are along arterial streets, collector streets, school routes, or in high pedestrian areas for inclusion in this program.  The streets identified as needing sidewalk are 54th Street West from Rimrock Road to Yellowstone Family Park; 21st Street West from Poly Drive to Colton Boulevard; Barrett Road from Bitterroot Drive west to the end of City limits; and some miscellaneous missing sections near South Billings Boulevard.  Along with the missing sidewalk, there is miscellaneous concrete work to address problems throughout the city that are too large for the sidewalk tripper repair or replacement projects. The project was advertised April 26th, May 3rd and 10th, and bids were opened on May 14th.  There were two bidders and First Mark Construction submitted the apparent low bid.

ALTERNATIVES ANALYZED

City Council may:
  • Approve the contract award to First Mark in the amount of $558,179.75 or;
  • Do not approve the contract.  If the contract is not awarded, sidewalk will not be added to areas of the city that have been identified as priorities by staff.  Also, several areas of sidewalk that need to be replaced due to condition will not be done which will perpetuate problems with existing sidewalks.

RECOMMENDATION

Staff recommends that the City Council approve the bid and award the contract to First Mark Construction, in the amount of $558,179.75.
