Dash for Dogs Fun Run

PROBLEM/ISSUE STATEMENT

The Billings Parks and Recreation Dept is sponsoring a Dash for Dog Parks fun run on Saturday, August 14, 2010. The race will start at Skyview parking lot to High Sierra Blvd to W Wicks Lane heading west to High Sierra Park and ending there. Runners will gather at the Skyview High School parking lot and the race will start at 8:30 am and all should be completed before 10:00 am.

Recommended conditions of approval include Billings Parks and Recreation Department to:
1. Have no alcohol consumption in the public right of way
2. Clean area to be used and provide and empty waste cans
3. Notify all emergency facilities, bus lines and media at least two weeks in advance of the event
4. Provide and install adequate traffic barricades and signs directing motorists around closure
5. Provide the City of Billings certificate of insurance
6. All course guards (flaggers) shall wear safety apparel and use approved STOP/SLOW paddles

ALTERNATIVES ANALYZED

The Council may:
• Approve race route and event; or
• Deny the race route and event.

FINANCIAL IMPACT

There are no costs to the City of Billings other than administrative time to process permit. Traffic control and litter removal are to be paid for by the event sponsors.

RECOMMENDATION

Staff recommends that Council approve the route described above for the Dash for Dogs event.
