PROBLEM/ISSUE STATEMENT
Included in the MET Transit's Capital Improvement Program is the MET Transit Building Roof Replacement Project. The existing roofing system is a loose-laid, ballasted system that has a service life of 15 to 20 years. The roofs have all exceeded their useful life. The first phase of this project (replaced the roofing system over the office areas and the north half of the main garage) has been completed. Phase 2 of this project covers the south half of the main garage, the maintenance area, and the Paratransit garage. This project will remove the old roofing material and insulation and replace it with a EPDM roofing system. This project was advertised in the Yellowstone County News on May 10, 17, and 24. It was posted on the City's Website. Bids were opened on May 28. State law requires City Council to consider bids at the next Council meeting after opening bids. Since bids were opened on the same day as the Council meeting, staff is recommending the bid award be delayed in order for staff to evaluate the bids.
ALTERNATIVES ANALYZED
City Council may:
- Delay award of the MET Transit Roof Replacement Project, Phase 2; or
- Reject all bids and advise staff on how to proceed.
FINANCIAL IMPACT
Financial impacts are unknown at this time. Bid results will be presented in the Council Agenda item on the June 10 Council meeting.
RECOMMENDATION
Staff recommends that the City Council delay the MET Transit Roof Replacement Project, Phase 2 bid award until the June 10 Council meeting.
