PROBLEM/ISSUE STATEMENT

The north side of the Billings Logan International Airport Terminal Building is surrounded by 16 inch concrete ramps that provide the parking locations for the commercial service aircraft that serve the Billings community.  Two sections of the ramp, one on the east and one on the west side of the Terminal, each have become inflicted with Alkali-Silica Reaction (ASR).  ASR is a reaction that occurs over time in concrete between the highly alkaline cement paste and the reactive non-crystalline silica found in many common aggregates and usually is triggered by excessive moisture.  This reaction results in a soluble and viscous gel of sodium silicate causing the concrete to swell from inside, resulting in spalling and loss of strength.  These two slabs are older concrete that are showing heavy signs of spalling.  Additionally, prior to the start of the Terminal Concourse Expansion project, there are some sections of concrete that need to have the slopes adjusted to accommodate the new aircraft parking areas for the new Concourse.  These areas are being bid as separate schedules so that different Federal Aviation Administration (FAA) grant funds can be applied to the cost of the project.

This project was advertised in the Yellowstone County News on June 7, 14, and 21, 2019.  The project was also advertised on the City and Airport’s Websites.  Despite this, on June 25, 2019, the following sole bid was received for this project:

ALTERNATIVES ANALYZED

City Council may:
  • Approve the award of the sole bid for the Airport Ramp Replacement Project to Knife River - Billings Division; or
  • Disapprove the award of the sole bid for the Airport Ramp Replacement Project and advise staff on how to proceed.

FINANCIAL IMPACT

The total cost of this project is $3,081,589.30.  The project will be funded 90% ($2,773,430.37) with Federal Airport Improvement Program (AIP) grant funds and 10% ($308,158.93) with local share funds.  The local share is available in the Airport’s capital account.

RECOMMENDATION

Staff recommends that the City Council award the contract for the Airport Ramp Replacement Project to the sole bidder, Knife River - Billings Division, in the amount of $3,081,589.30.
